Not sure if they *have* to, but it's easy enough to remove yourself in most cases. When I ordered my car I simply requested that they not put on any dealer paraphernalia.
It's not against the law if they don't. If you're buying a new car usually they'll have it washed/cleaned sometimes, you could ask them to take it off before doing so.
Tell them YOU are paying for the car. THEY are NOT paying you to be a roving advertisement for their dealership. It's YOUR car, and you shouldn't have to put up with them putting their crap on it, unless they are making the payments.
That's about the tackiest thing I've ever seen. Thank god the majority of dealers in California don't do it. I would not buy the car if it had a dealer tag on it (or I got some fast discount because of it).
I see a lot of cars from texas or the south have them, but not so much here in CA. Sometime they put the license plate cover or something, but that's not a big deal cus you can change it.
if someone was adament about it we would take it off, but it would be considered a sort of
"slap in the face" i have actually had customers that had us to take the one of from their selling dealer
and put ours on. i have had other people that want them replaced every so often, so they look good.
me personally, i always peel them off of my vehicles.

This approach has always worked for me.
I have often thought about the manufacturer putting a small plaque like this:
___________
|__________|
under the make or model badge on the rear of the car.
The dealer would then be able to put a 'tasteful' logo/badge in that frame, or you could just get a badge with your name, initials, club, flag or whatever.
Whenever I buy a car, I write it into the contract that there be no dealer stickers or identification added. Once I went to pick up the car and it had one on it. I made them remove and I inspected the paint before I would accept the car. I was ready to walk out if I saw any trace of it.
