If annexation worked back then as it does now (the population of the territory votes for/against) then why Does it matter what politicians in other Montana or Yankton do? If the territory votes then it makes sense that Swearingin and other 'men of import' would be courted because they could sway the votes from the hoopleheads (explaining the bribe mentioned to Tolliver by the politician). However, if this is the case, then why does Swearingin care at all if Deadwood is ultimately annexed by Yankton vs annexation Montana?
However, if the people of Deadwood do not have a voice in the annexation, and the outcome will be determined by 'outside interests' , then what angle is there to allege another group has interest besides Yankton? In this scenario, what is there to gain by spreading the rumors since the ultimate outcome is outside their control? Additionally, since the politicians in the other territories will ultimately decide the issue, why would they need to bribe Swearingin at all?
