In my experience, bargain basement HDMI cables are often sketchy, esp. for 4K stuff. Often they work, but they frequently have or develop problems in some setups at higher resolutions.
This is less of a concern for short cables though. It's most commonly seen in the longer cables (more than 10 feet).
EDIT:
I just checked their reviews. It turns out out of 2 reviews, one indicated failure at 4K.

I connected this from my XBOX 1X to my 4K LG and the video would flicker and the sound would go in an out. Especially when a game was being played. I changed the cable to another and the issue stopped. I wouldn't use this cable further to pass 4k content. Into the cable bin it goes. Thankfully it was only 50 cents.
So, there ya go. Don't buy this cable. I'd rather spend $10-15 on a decent cable than gamble on el cheapo ones, because it's not worth the potential time wasted with troubleshooting. Costco for example often sells decent cables for say $15 for a 2-pack. They may not be high end boutique cables, but they are much, much, much more reliable than the dollar store class cables.
