My computer is acting very strangely. When I turn on the computer, the output to the screen is corrupted. It shows capitol letters where lowercase letters should be, and vice versa, and there are strange characters scattered about the screen (arrows, musical notation, and letters from other alphabets). I tried flashing the BIOS hoping this would correct the problem, but the system locks up on "Programing Flash Memory". The computer is able to boot into win2k, but the screen is so messed up, I can't do anything. When I go into the BIOS, and then to PC Health status, the computer usually freezes. Also, the computer is unable to reboot, the system must be turned off, and then turned on to restart.

ATI Radeon LE
T-Bird 1130/266
Maxtor 40GB HD
I should note that I am repairing my system because it was damaged in shipping. Of the components I listed above, only the ATI Radeon is not new.
