If you just want to test to see if it will power up, then you need
to jump pin 14 (PS-ON - usually a green wire) to pin 3, 5, 7, 13, 15, 16 or 17 (COM/ground - black wire).
The above is for an ATX PSU.
That will not tell you if the PSU is GOOD, just that it powers up.
To check beyond that requires test equiptment (preferably an osciloscope).
A multimeter can show you what the line voltage for is (3.3v, 5v, 12v) a given connection is there,
but it changes drastically when put under a load.
