This lcd, when powered up, has a few lines, sometimes red, sometimes blue or green that run vertically on the right side of the screen. They go away after 10 seconds or so, but the screen remains blank. This isn't your typical capacitor issue where there is a known issue with the power supply board and bad caps as this one comes on and stays on, but you can't see anything.

I've had the entire thing apart and can't see anything obviously wrong. I've reset all cables and everything with no luck. I'm trying to fix this for a lower income family, otherwise, I wouldn't bother with it. Any help would be appreciated.
 
On an LCD there are traces etched in the glass that are then attached to a membrane connector usually with an adhesive. If that connection is poor you can get all sorts of display issues. Try powering on the set and pressing firmly on the edges of the glass where the connection is made.

The other point of failure is the display controller itself. If the controller doesn't output the correct voltages you can get no picture or in a really bad failure a damaged LCD that cannot be fixed.

The voltages used to turn a pixel on or off are really really small so even a slightly bad connection can be troublesome.
 
While powering it on, I can wiggle the screen and the lines go away immediately which leads me to believe its a connection issue, but I never get the menu to come up or anything.
 
I just had a laptop with the same issue and it was internal IN the screen. You can take the components out (power supply, T-Con Bord, ETC) and sell those on ebay and recoup some $$
