Dead Motherboard?

Hello all,

Just got my new parts and I put everything together (I've built all of my PC's for years) and this is the first time I've ever had any issues with parts.

The PSU lights up (but ps fan does not spin) and nothing else powers up even for a split second. I'm not sure if this is PSU or motherboard. I read somewhere that you can jumper two of the PS connectors to power it up (to test it).

If the PSU works I'm thinking its the motherboard thats bad? Any suggestions will be greatly appreciated.

OK, PSU powers (fan spins and fan led lights up) but anything connected to it (tried two fans and a light tube) does not turn on.
 
Try a heavier load such as an old hard drive that you are not using. If it still does not turn on then I think that the power supply is dead.
