sorry if this is in the wrong place.

my sister brought me her computer to look at because it wouldnt run.i checked everything on the inside to make sure it was still connected.i left the side off while i pushed the start button.the case fan and cpu fan will only turn for a second or so.every time i push the button,they will turn,but now stay on.i changed the psu to make sure it wasnt it.any suggestions?

compaq persario 6000
p4
512m 2100
normal crap stuff in compaqs.
