Dead emachines t2692 - I believe its the motherboard

My brothers emachine t2692 recently died on him. It wont power up at all. No lights, no fans, nada. My first thought was the power supply, so I replaced it with a new one. Nothing. I tested the power supply I bought and the original one from the emachine and both appear to be ok. I unplugged everything from the motherboard except the power supply and still nothing so I'm starting to wonder if the motherboard is dead. I cannot find many markings on the board, but from what I've dug up so far, I believe it is an Intel 845GV chipset mainboard. Can anyone verify this and would it be possible to replace this motherboard with one that is similar to it such as this one? Any help would be greatly appriciated.
 
I'm assuming the e-machine has Windows XP Home on it? If you have any other XP Home disk, whether it be oem, retail, or upgrade version, you can use that to do a repair install on the e-machine (while still using the e-machine XP product key). This way you have the freedom to swap out with any motherboard, and thus be able to have an upgrade path later on by getting a 533fsb or 800fsb board.
 
Yes it has Windows XP home. I have tried reseating the CPU, RAM, and everything else. Tell me more about this repair install method.
 
To do a repair, boot up from the xp cd, then the SECOND TIME it asks you if you want to repair your installation, choose yes, and point it to where it is.

The first option is "recovery console", then the repair installation.
