May I suggest a DeskMini 310W unit? You'll need to add a CoffeeLake CPU, and 2x4GB or 2x8GB of DDR4 SO-DIMM (2400 or 2667 speed, depending on CPU chosen), and an M.2 NVMe PCI-E SSD, or even a SATA6G 2.5" SSD if you're strapped.
Makes one heck of a web browsing box, and it's "cute" (heavy WAF here). Consider one for your Wife, Mom, or Grandmother, if she's still alive and into PCs at all.
Edit: I don't (yet) have the 310 model, but the older 110W model that uses Skylake / Kaby Lake CPUs, is IMHO, "Great". It's a snappy little browser box, and consider a self-powered USB3.0 hub, to plug into the rear USB3.0 port, and then consider a Club3D Active DP-to-HDMI2.0 adapter, as the HDMI native is 1.4b, and only supports 4K@30Hz. You need the active adapter to get 4K60.
