dead burner and dvd

I just purchased everything for my new computer and don't know what is wrong with it.

I have a Tyan MP Mobo, (1) AMD 1.3Ghz Cpu, Toshiba DVD, Yamaha Burner and a 465W Enermax Power Supply.

I hooked everything up including sound card, video card, and network card along with all of thee above but I get problems. When I start up, I see the DVD/Burner power up but then after 30 seconds or so they lose it. I know its not the power supply connections to the drives already. I've tried replacing the IDE cable and it does not change anything. The strange thing is that when I power up the computer and pull out the IDE cables both drives power up no problem just while not connected to the computer.

I'm really not sure where to go from this or what to do. If anyone can help it would be appreciated. Thanks!
