I found this Smart-UPS 1400 today at work that I could not get working. Took out the battery and reconnected the battery loop cable.

Anyone know how to fix it?

If one or more of the batteries has an internal short, yes it wouldn't power on... If you really want to rehab the thing and it's had more than two years of use, then as Pathogen wrote, get new batteries. If it still doesn't work then normal electrical troubleshooting with a DMM will locate the problem. I'm assuming you've already checked for any blown fuses/circuit breakers, etc. And done a close visual inspection of the electronic parts looking for burned casings or scorch marks (although MOVs should normally fail Open, I have known them to fail shorted - bad news). If those checks are all negative...
. You may be able to do a test with the batteries disconnected, then again, if there is a solid-state relay in there, they can be damaged if run without a load - might be possible to use a hefty power resistor (or an R-C circuit with a VERY large value C for a long time coefficient) as a dummy load/battery stand-in. http://www.bgmicro.com has parts at good prices.

I just had that this week with a smaller unit at work. I couldn't figure it out for the life of me. Called APC and they said it's dead... Course, who really knows ;) They wanted me to use the trade-in program. Sorry.

You should get atleast the power indicator light glowing even if the
batteries are bad.

Have you tried pushing the RESET BUTTON on the OVERLOAD PROTECTOR
located on the back of the unit?

The common problem, especially if coming out of a corporate enviroment is
the power cords generally get nicked, kinked, cut, so you may want to do a
visual inspection of the cord it self.

If when pressing the reset button it pops immediately, make sure the batteries
are disconnected and then try again. If it fails again, try another 110 outlet (also check
back of unit for SITE WIRING FAULT indicator lamp).

My APC 1400 was completely dead - not a light on it. IT said I needed a new one. However, I read a blogg that said if the batteries are completely dead then the device will appear completely dead too. Not a single light or anything showed. I thought that was strange - you would think that you would at least get a power supply light come up..? Apparently not.

I bought new batteries from Amazon and installed - hey presto, the device booted up straight away and is working like a dream! £199.99 instead of £450.00

Battery from http://www.amazon.co.uk/gp/product/B00004Z8GN/ref=oh_details_o04_s00_i00?ie=UTF8&psc=1

- genuine APC battery too!
