DDR3 memory and latencies/voltage

Regarding DDR3 memory, I noticed that a lot of the 1.5v or 1.6v DDR 1333 kits voltage kits are only 9-9-9-20ish latency. My question is, if I buy a higher end kit that is say DDR3 1600 or 1800 spec but rated for 9-9-9 latency and 1.9 volts, could I get that kit to run at closer to 1.5v and 7ish latency if I only run it at DDR3 1066 or 1333?
 
They "should" but no memory manufacturer is going to guarantee it of course. It's rare that kit won't do what you have described, especially in current DDR2 and DDR3. I remember some OLD Hynix based RAM from the DDR 500 days would not scale back in this fashion. Those specific ICs just would NOT run CAS2 at all.
