DDR3 CAS Latency

Why does the DDR3 not work properly when we reduce or increase the CAS Latency from the specified value of that DDR3 ?

Increasing it a little bit always works, so I'm guessing you haven't tried that.

Decreasing doesn't always work, because it may not be done raising or lowering the voltage on the line in time, if set to low. If that RAM can't all do it in X cycles, but needs X+1 cycles, then it's going to fail at X cycles.
