Well considering that the second RAM has a higher bandwidth and tighter timings it's quite obvious which one will be better. But will you notice the difference? Surely not, except if you're running super PI or memory benchmarks..
Only if you don't understand what those ominous numbers mean. Those are clock cycles and 9 clock cycles at a frequency (well not exactly but since its only different by a constant who cares) of 1600 is faster than 8 at 1333..Erm no...notice I said 1600 @ 9-9-9-24 vs 1333 @ 8-8-8-24. The 1333 is slower clocked, but the timings are tighter.
