What are the side effects of running DDR2 667 and DDR2 800 MHz RAMs on the same PC?

Could this be one of the reasons for the pc to run slowly? or may be partition breaking?

One side effect: your 800 will downclock to the 667 speed usually, or you have to OC the 667 upto 800

I just worked on a Compaq laptop last night, one stick was 667 Micron and the other was 533 Samsung from the factory. Means it will all run at the slower speed, shouldn't matter much. Run memtest if in question, but it should NEVER "break" anything.

That small difference in memory speed won't really ever be noticable. Its been shown that the cheapo priced decent quality ram provides great performance perfectly fine for basically all computers out there.
