Dc jack/Motherboard trouble

I have a cheap toshiba laptop that just shut off while being used and would not reboot. I reseated the ram and hard drive and still no boot and no sign of it getting power. I tested the ac adapter with a multimeter and It was right on the money. the dc jack wiggled a bit, so I thought possibly a bad jack.
This is the type that has a lead that goes to a connector and pins on the bottom to be soldered to the board. I tested the voltage at the plastic connector and it fluctuates between 0.3 and 1.4 volts not the 19.5 volts it is supposed to be and tests the same on the pins on the bottom of the board. Also, I tested the fuse for resistance and it was 0. I bought a new dc jack and tested it and it was putting out the correct voltage, but once connected to the motherboard it gets the same reading as the old one and the old one tested off the board puts out the correct voltage. The cmos battery tested at 2.9 volts. I did reset the cmos by jumping shorting the leads. I get no lights, nothing when I try to turn it on. Also the battery will not charge while plugged in to the ac adapter.

Any ideas from anyone would be greatly appreciated. A new motherboard costs way to much, so after days of googling I come here seeking Help from you computer gurus.

Chances are there's a cracked trace (or solder joint) on the board near where the power jack is located.
This is a common problem as those jack connection areas see a lot of abuse... jerking and tugging on the power cord etc.
 
denis280: I don't know how to test anything else on the board really for a bad ground or to test the voltage regulator.

KGB: The dc jack on this model has a cable running from the jack several inches long, so even tugging on it would not pull it away from the board.

I'm still googling but not having much luck. 🙁
 
Thanks for the help guys. I cant seem to figure this one out. I can find a better laptop cheaper than the cost of fixing this one, that sucks.
