Can you charge me for attempting to rob a bank that does not exist? What if you told me there was a bank on Main St (when really there isn't) and I began to prepare to rob that bank (e.g., obtaining tools, a gun, etc). Can I be charged for "attempted robbery"..? Even though the bank I am about to rob doesn't even exist (apart from in my imagination)..?
