date order? 1/3/03 or 3/1/03 ????

I've never been sure which is the proper way to do it. well, I usually use a roman numeral for the month, so you know thats not the day..

Europe = day first
your way = wrong everywhere

the roman numeral thing doesnt look as good in january, better in other months.. like 17/XI/99 for example.
