Dashed lines down the screen

Hello, well the computer in my sig has been working fine for years now. Recently this problem popped outta no where, when I start the comp dashed lines go down the screen through the windows xp loading screen all the way to the user login. Then they go away, but when I enter my password and hit enter the comp says its loading personal settings then the monitor just goes black.

Is there a fix for this or time to get a new videocard?
