DAO side quest question

Played Oblivion/Skyrim and side quests were routine...start at point A and finish at point x y z or whatever. In DAO I find I cannot complete some quests because areas I need to enter to complete a quest are blocked off. D: Example is "The Alienage" in Denerim...cannot enter to complete "Scraping the Barrel" quest. Am I doing something wrong?

Alienage doesn't open until a certain percentage of the story has been progressed -

The Alienage opens after you reach a certain event. It is not percentage based.

Anyways, there will be quests which cannot be completed at the moment you get them.
