Damn NV Control Panel Won't Load!

I just installed the 53.03 drivers three times after a clean install of windows.. and the control panel won't load! The troubleshooting tab is set to full acceleration. I see the nvcpl in the startup tab in msconfig. What's going on here?
 
I just got it to work. I just unplugged the PCI card I had in, and it worked. Damn NV control panel won't show up when I have a secondary card in.
