Damn mouse

My HP optical mouse on my secondary HP computer is always in "snap to" mode, where the cursor will move to the nearest button on a window. It's very annoying (like when I click on a download to check its progress, it'll "snap to" the cancel button, which scares me sometimes). In the Mouse options it's turned off, but it's still happening. Not life threatening, but pissing me off, can someone help me out?
