There are countries not on the list and there is little drive to implement exactly with the regulations if the biggest polluter by far (guess who that is) is not implementing, along with russia and china (since the US pulled out). The goal of kyoto is to hit 1990 (heat absorbing gases such as CO2) levels by 2010. So they still have 6 years. And it is implessive that some are exceeding their timeline, especially UK. Again, you don't even want to see what number the US and canada would be at on that scale!...which was the point of my post.

yes i was wrong on this we did play a minor role in this war. It was before i was born (by thirty years.). US sent over 300,000 and Canada sent about the same as turkey 6,000.

Having a single superpower is fine as long as the leader has good morals and reason...bush does not...hence your anti-iraq sentiment. If the UN were more powerful and not one sided, this mistake would have never been made.
The war in iraq was unilateral. The countries that joined were either pressured, given wrong information, or looking to benifit from post war riches.
google found 202,000 sites with unilateral, iraq and war in them...i'm thinking it was unilateral.
