Lol 10 friends! I just moved here to VA so I havent a friend within 1k miles. I think I'll just give him a rice ticket and if it persists I'll try to sneak an orange painted black with my sharpee up his tailpipe at night in my ninja outfit.

I agree. When he does it, just calmly walk out to talk to him. Tell him that you live nearby and think the sound is very loud. Be nice. If he tells you to STFU or is rude, talk to the apt manager (if you live in an apt) about your problem. If he still won't stop, then all bets are off...
