If I remember what I was told correctly (this was before I moved here), it was at Thanksgiving break - there was a snowstorm with a few feet of snow. Since travel was almost impossible, and the airport was closed, the campus had to stay
open to house all the students who couldn't leave the dorms, which would otherwise be shut down for the duration of the break.
They only seem to close for power outages, but never for snow or ice. Snow on Saturday means I don't have to drive in the crap, though I do have some shopping I would have liked to do today. The car is presently buried, and the snow is still coming. Monday is looking like the best time to go anywhere again. I've never seen such light traffic on the road outside.
To answer the question, no, I'm not neffing because there's nothing else to do. I'm neffing because my back is sore from lifting some big chunks of wood around yesterday, and because it's Saturday and I'm lazy.
