Damage to car - front bumper

That's the bumper cover. The bumper is behind/under it. Should look behind the cover carefully to see if the bumper itself, or anything else, is damaged.

i don't see any cracks or dents so it's possible you can just reclip the thing on and use some goo gone and take that paint off. no idea if there's any metal damage underneath or if the foam absorber is crushed.

late 90's to early 2000 Toyota celica as far as I can tell

Ah yep, didn't look at the hood.

Assuming it just needs a bumper cover and everything underneath is fine, MSRP from Toyota is $252.46. Get a printout from LithiaToyotaParts.com at $197.31 and bring it to a local dealer to see if they'll price match. Find a local/good body shop who doesn't care if you bring your own parts and you should be good. Aftermarket would probably be cheaper still, but I don't have a number for you.

Or come to NH and have black2na paint it. 😀
