Only 2.5" enclosure doesn't require an AC adapter, all 3.5" enclosures require one. As for fanless design, that simply is a personal choice. I bought a MacCally PHR-100AC fanless aluminum enslosure and I love the quietness and quickness of it. It runs pretty cool and there's a on/off switch at the back, just in case you don't need it to be running at all time.

The fan will increase the life of your hard drive. Anyway, any enclosure that is equipped with cypress chipset or oxford chipset, they are considered the best enclosures.

I don't necessary prolong the life of a hard drive. Look at the external units made by WD, they do not have a cooling fan inside. The whole point of an external aluminum enlcousre is that it disspates heat using the case as a giant heatsink.
