I highly doubt that the supply on their end is any issue at all, you'd be amazed how much work people in other countries are willing to put in to try and improve things. I have met plenty of Indians who can speak excellent english that you can understand. Part of the problem here maybe people's preconceived opinions that they will encounter somebody with a thick accent who they can't understand. That attitude combined with actually encountering a person with an accent leads to the frustrations.
