i am on a budget of 60000/- inr which will be roughly 700-800 usd since parts are expensive here.
PS: i am going with ryzen 5 due to higher thread count. Amd -V is also supported on ryzen 3 cpus. Don't know if this is ok..

- ram: 2X8 GB DDR4 2400Mhz Corsair ram
- ssd: 250 samsung 850 evo
- power supply: 450W psu - Corsair VS 450
- case: Deepcool Tesseract Bf Mid Tower
- monitor: 1080p DELL - SE2216H(will buy this) + 720p hp w15e(current) monitors---my hp monitor has only vga support, so i will be using hdmi for dell and vga for hp, shouldn't be a problem??
