Are the overclocks on this one better than what people are getting on reference design GTX 680's?

newegg had these on sale last week, but for some reason they were charging 95 bucks for ground shipping.

Not really, its just a reference PCB with a different cooler. Normally that would be fine but it still has the same VRM and 2x 6 pin TDP limitation. I'd say a reference card is every bit as good, and to wait for a real 680 lightning.

Somebody do a review with a 680 at 1300 vs a 7970 at 1200 already. And use current drivers.

A more fair review would be 7900 at 1200 and 680 at 1200. Not every 680 reaches 1300 on stock cooling, and most 7970 do at least 1230-1260+ if you are willing to bear with extremely loud noise.
