custom cursor problems

For some reason whenever I use a cursor which is not windows standard I get a black jaggy outline when I click and drag an icon. I think it's where there should be transparency. It looks just fine when I'm not clicking and dragging, and transparency on all other cursor states seems fine. Any idea what is going on?
