Would it be possible to get a piece of meal, or acryllic plastic and then simply cut holes in it for the MoBo screws? But if a person did this, you wouldn't be able to mount the PCI cards into the tower with a screw, right? Would this make them loose, even if you mounted it vertically?

Is it practical to make your own tower, for cooling pourposes?
I had figured I could put a wired cage (like a bird cage) around it, to keep the dog etc. out.

Metal no, you will need a spacer between the motherboard and metal so it does not short out. Plastic yes, it is non-conductive. However not all motherboards are flat on the bottom. So when you screw it on it may warp the motherboard and break circuitry. So spacers are still recommended.

Building your own tower is no where near practical. However, if you are one to frequently upgrade your computers internals. There are open boxes that have all known motherboard mounting configurations for system configurators.
