Custom car horn?

It is an interest of mine to play a wav file or mp3 through a horn, ideally just in place of my regular car horn (as opposed to wiring a speaker mounted under the hood on a switch).

Can anyone think of a way to do this without paying the $450 for the "only" mp3 enabled car horn that pops up on google? I supposed even a loud waterproof speaker under the hood on a switch might work...? And an arduino that boots up when car is started to output the audio?

Um, thanks everyone, particularly the one actual helpful post. The train horn scares are awesome, though.
 
My dad actually dissected a greeting card that had the chicken dance on it and made it his doorbell. You could potentially find a circuit like that and wire it to a speaker...you'd just have to get the voltage weeded down to 1.5v, I think and then direct the output to an amplifier and marine grade speaker (outdoor at least)....the challenge is to get it loud enough that it can be heard....I'm guessing it'd take a loudspeaker or megaphone to get the volume you'd need.
