I belong to several forums in different areas of interest, and Anandtech is the only that doesn't allow a customized avatar.
I just re sized a personal picture (99x98) to use as a avatar for Max PC, and Elite Fitness forums. I'd love to have the same privilege here. I'd also be happy just to have a avatar that's unique to me. There are several Lion avatars which tricks my eyes when I'm looking for one of my posts.

Custom avatars suck. Same goes for obnoxious signatures, coloured text, and embedded pictures. I try to avoid forums that have them, or only visit ones where you can at least disable seeing all of that junk.

I vote yes for some new avatars, but hell no for everyone being allowed to have their own custom avatar.
