Cursor weirdness - figured it out! TICIcon.exe/ True internet color

I don't know if it's operating system related or a piece of software I added, but lately when my computer is "thinking" it comes up with the hourglass like normal, half the time, but sometimes it has this a little blue colored circle under a red circle with an X through it below the cursor. It's annoying as butt.

I recently added ICQ, but even after shutting it down, it still does this. I checked task manager under Win2k but I don't see anything abnormal. Everything else has been the same recently.. the only other software I added some weeks ago was ZoneAlarm.

2nd related question: I tried to PRINT SCREEN it but then realized it excludes the cursor in the image capture. Is there a way to change this default option to include the cursor, or do I need 3rd party software? I wanted to get a good capture of it so I could show it to everyone.

EDIT:

It seems somewhere with either W2k or office or some program came with True Internet Color (which doesn't work by the way, server always screws up during the initiation steps) and it installs an icon attachment so when you browse or connect to a program (icq) ect.. that uses TIC, it indicates it through the cursor or something weird.

Anyway, removing TICIcon.exe from taskmanager did the trick. Now, how do I stop it from automatically loading at startup... hmmmm

First answer: Probably someone/something changed your cursor.
Go into the Control Panel -> Mouse -> Pointers tab -> choose a Default scheme or whatever you want.
If that doesn't fix it, go back into the Pointers tab, click the Busy item, click the Browse button, and manually set the pointer to a busy_*.cur file.

Second answer: I was able to capture the mouse using a program that I bought: "Print Screen Deluxe". Beside allowing me to optionally capture the mouse, it also let me customize it with many many other options. A very cool piece of software.

Appreciate the response GigaCluster... I tried that avenue, and I'm positive it is some program environment change. The busy pointer shows the default hourglass, and even after I choose a different theme or set it manually to a busy.cur it still comes up with this animated busy cursor every-so-often.

I can deal with it, but ya know how it is... Keep trying to repeat the phrase "I am your master." to the comp, but it doesn't seem to work. This is nuts :)

(My hope is that someone will recognize this cursor change from past experienced and help me identify the source.) thanks again!

Look in two places: the StartUp folder in the Start menu, AND in the registry:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
and
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
