I have used Microangelo for years to do this, but it ain't free. On the freebie side, you might look at this:

Thanks! I too searched and came across this programme called 'CursorXP'. I haven't tried it yet, anyone using it?

CursorXP is from stardock and it is a reputed company. It is my favorite cursor skinning software.
