Current speed is higher than target speed.

Hi I'm new to this forum but I have a Question.

I have a AMD FX 4170 Cpu(4.2Ghz).
When I was about to try to Overclock it I noticed that its
Current speed was higher that its target speed when I maxed out my cpu usage with Prime95.

Target speed is 4200mhz
Current speed is 4551mhz

I have not overclocked in any way I have also set my cpu setting's to default
and turbo control is deactivated.
My pc is stable and game's run just fine.
I would just like to know why it does this and if there may be a problem.
