Curious....Why are coupon codes not allowed?

Not illegal. It might or might not work. If it works the company loses money and if it doesn't work you get a pissed-off customer screaming about legal action.

It isn't judicially illegal, but it brings in legality issue when companies are holding AT for liable for allowing coupon codes (not the public ones) to float on the forums
