Curious issue on occasion

Every once in a while, when loading a page, the lines of text get red lines under them. The page will not complete loading no matter how long I wait and nothing can be clicked on. Reloading the page always clears it up.

It's nothing more than a minor annoyance but I thought someone might be interested in exploring the cause.

I asked our vB director to look into this. His response:

Looks like a cache problem or something with broken CSS in the cache. Since this is a fairly unmodified VB3 style, I doubt its an issue on our end or a heck of a lot more people would have the same issue.
