Curiosity: 911 Procedure?

In the event that someone needs to call an ambulance for something, who should be the one taking control of the call?

As in, if I can calmly give my name, location, description of issue, what is needed, etc. then can I go ahead and do that or do I need to follow their questions?

For the record while I've been in many situations such as my dad getting struck by lightning, I'm not the one who had to call 911, but would like to have some kind of general idea how it works.
 
What are you talking about? The 911 dispatchers will walk you through some basic first aid while the ambulance is en route. Why should YOU take control of the call? They're the ones providing the service, and they've been extensively trained to do so.

I imagine they have a form on a computer screen to fill out so if you give them the info in the wrong order it slows things down.

Also, if you interrupt them to give info your way, you'll slow down the dispatching of the ambulance.
