My brother just told me while he was driving all the electrical things shut off in his car and then came back on a couple seconds later. Its a 2004 cts.

Loose battery? Ground? He just got the car back from the body shop. Had a front end accident.
 
Yea sounds like a loose power cable/ground if it had front end work.

Check the main power/ground cables coming off the battery to the connection below.
