CTRL and SHIFT keys act as if pressed (After Miranda)

Hi.

I recently formatted and installed Windows 2000 Pro (SP4).

Sometimes when I use all sorts of software I've noticed they act to any key pressing as if CTRL or SHIFT or both are still pressed down. An example is when I browse in my FireFox and use the scroll wheel, the text size changes instead of the page scrolling.
Another example when I use mIRC and when I type the letters they come out as CAPS, yet Caps-Lock isn't on.
Now to release this annoying thing I need to press on all CTRL/SHIFT buttons and then they are ok.

I tried to isolate the problem to whats cousing it, since its not a hardware problem (happens with other keyboards aswell).
The CTRL issue happens right after I reply to someone who sent me a msg in Miranda. I get a msg icon in my tray bar, I double click it and then when I reply and send using CTRL+ENTER, I automaticly go back to the last Active window, which is usually FireFox, mIRC or Word. At that moment when I went back to last active window, it acts as if the CTRL key is still being pressed down, and I have to press both sides to release it. Its REALLY annoying sometimes.
I didn't find what couses SHIFT to get stuck, but I think its also related.
When I send the messege using ALT+S, it doesn't happen.

I use Miranda (not 0.4 alpha), and messege in single window instead of split screen.
I turned off all Accessibility options, to make sure its not sticky keys, and checked the BIOS for any keyboard options.

Any help on the issue would be great!
Its really frustrating!
