When i press Ctrl + Alt + Delete nothing happens. The screen flickers and thats it. I don't know why its doing it. I also can't change the login settings to use the welcome screen. I get a pop-up message stating that a program associated with ginamsi.dll is making it impossible to change. Any suggestions would be good...
 
A new gina or gina passthrough is running. If you cannot change it, you will need to boot in Safe mode or possibly with something like Bart's PE to correct it. John's link tells you how. If you cannot change it while in XP and this is not a corporate machine, there is a chance that something nefarious is going on. Don't use the set to logon to your credit card accounts or bank until you get it fixed if it was not intentionally done.
