CS server to TFC server with RCON

Is there a way that i can change the game type by useing rcon. See my server is at my school and i am at home. I have the rcon password and admin mod set up on it. It is now a CS server i want to change it to a TFC server.

I've been running a CS server for a couple years now. I dont believe there is a way to change the game type without first shutting down the game altogether first. This requires you to be there physically unless you were running some other type of remote-access app which gives you access to the desktop of the server.
