How come only a few of my users seem to have a unique ID? most have an ID of 0... How can I ban with IDs like this?

Wow that is wierd. I do not know what to say there. Try installing the newest server.

the user uniqueid is derived from the players cd key, the only reason i can think of that they would all be zero is that your server isn't authenticating properly either with WON or with the user. i agree with Wik, download the latest full server and completely re-install it
