cs 1.6 video problems

I'm playing Counter Strike 1.6 and i was appalled at the graphic quality considering my system specs. When i move around in the game, the walls and stairs seem to shimmer. When i run, it seems like the bottom half of the screen showing the ground is blurry. It seems like my old rig with a radeon 9000 ran CS better than this.

My comp specs:
Intel Core 2 Duo E6400
2Gb DDR2 Ram
Evga 7600 GT
320 GB Seagate SATA HD

I am certain that isn't because my computer is lacking as this game is more than 7 years old. This is leading me to believe that something's either defective on the software or hardware end. Can anyone assist me in sorting this problem out?

If this helps, CPU-Z is reporting my memory settings as:
DDR2 Channels :: Dual
size: 2048 MB
Frequency: 333.3 MHz
CAS# Latency: 5.0
RAS# to CAS# latency: 5
RAS# precharge: 5
Cycle time(trans): 15

is there anything wrong with these settings?

Nvidia has major shimmering problems on some older games... have no idea why. I thought it was fixed in newer cards though.

How do i go about doing this? I'm using the latest Nvidia drivers (93.71). Can anyone tell me the specific driver settings i need to change to correct this problem?

PS: Am i still suppose to see a bit of shimmering in cs even if i turn on all the anti-aliasing settings b/c it is after all, an old game? Even if i have a fairly up to date video card?

advanced display properties/geforce tab/ then performance/quality settings. set to force options on instead of letting applications select. thats direct 3d, i forget if u can do that with opengl these days.don't remember which 1.6 used.
