CS 1.6 keeps CPU at 100%

this causes my laptop to heat up, which then causes other problems. I've ordered a laptop cooler but I feel that there is something up for it to be at 100% CPU usage at all times.

You are kind of tettering on the brink of low specs, and not even near recommended.

Recommended: 2.4 GHz Processor, 512MB RAM, DirectX 9 level graphics card, Windows 2000/XP, Mouse, Keyboard, Internet Connection

I don't think my E8400 gets anywhere near 100% on my desktop...20%, maybe...haha.

Man, I think I played CS 1.x on a Celeron 300A OC'd to 450 w/512MB RAM and TNT2. Something is definitely wrong with your system. The source version would require more juice, but 1.6 should fly on a 1.6Ghz.
