Crystal Reports Server Busy loop

Having a problem with CR that every time it starts up it gets a Server Busy dialog box. Only available options are "Switch To..." that just brings up the start menu and Retry that just brings up the dialog box.

I have searched google and groups and have seen people with same issue but no resolution.
