Cropping video without recompressing

My father captured some home videos off of VHS and compressed them with Divx. The problem is, all of them have the wavy lines at the very bottom of the screen (which happens from VHS->Digital capture as I understand).

Is there any way to crop the video to remove the bottom lines without recompressing the video? I found a filter in Virtualdub to crop, but I have to go through the full processing mode and recompress the video again to do it, which I'd rather not do.

Anybody know if this can be done, and how to do it?
